The stimulus set a new budget baseline, so it must be recurring line items. In Friday’s Levin show a superintendent called in and pointed out that the federal money infusion to his district was offset by a reduction in state funding. In essence, the school funding in the stimulus was a actually state budget boosters.
Now, multiply that by a few million and pretty soon you are talking real money...
