I respectfully disagree. 8 USC 1301(e) (the requirement for aliens to carry documents), and 8 USC 1325 (regarding illegal entry) are not administrative they are part of the criminal code. You can not write admin police that violates criminal law.
Besides refusing to discharge the duties of his office Obama is clearly violating the law.
