Actually, there isn't. A Muslim is someone who believes in the Quran and Hadith, both of which advocate spreading Islam by the sword.
A more correct comparison is between religious Muslims, and people whose ethnicity is from traditionally-Muslim countries, but who do not believe in Islam (even if they keep their mouths shut to avoid trouble). Someone who believes in protecting the rights of non-Muslims, and actively opposes jihad is not a Muslim.
To continue the WW2 comparison, not all supporters of the Nazi party personally participated in running death camps, but that did not make them non-Nazis.

When we stay out of it they butcher each other.
