This looks like a anti-protest strategy to me.

Any protest the Obama administration doesn't like, such as the Fire Eric Holder protest. They simply announce a suspicious package and close the streets. They may even have an operative place a suspicious package

Thus it's hard to level anti-free-speech charges at them, because they aren't preventing the protest so much as they are protecting people from the suspicious package.
