Obama administration ‘guts’ welfare reform with new HHS rule 11:05 AM 07/13/2012

The Department and Health and Human Services announced the agency will issue waivers for the federal work requirement of the Temporary Assistance for Needy Families (TANF) program — considered a central facet of welfare reform in 1996 — Thursday.

The “Information Memorandum” states that the agency will be issuing waivers for TANF’s work participation requirements for parents and caretakers as a way to find new approaches to better employment outcomes.

“While the TANF work participation requirements are contained in section 407, section 402(a)(1)(A)(iii) requires that the state plan ‘[e]nsure that parents and caretakers receiving assistance under the program engage in work activities in accordance with section 407,’” the memo, signed by HHS Director of the Office of Family Assistance, Earl Johnson, explained. “Thus, HHS has authority to waive compliance with this 402 requirement and authorize a state to test approaches and methods other than those set forth in section 407, including definitions of work activities and engagement, specified limitations, verification procedures, and the calculation of participation rates.”

The goal, according to the memo, is to improve employment outcomes by “encouraging states to consider new, more effective ways to meet the goals of TANF, particularly helping parents successfully prepare for, find, and retain employment.” HHS will also require states to provide a method for evaluation and monitor progress.

Once again Emperor Hussein negates legally enacted laws of the land with one of his edicts.

What is the difference between this and the act of a DICTATOR?

He will continue to do this until the House of Representatives takes action to cut off the money or vote articles of impeachment.

Mr. Boehner — where are you?

Oh good. So what was “not work” before can now be considered “work” to qualify for this hand-out. So, I suppose this means that babysitting your own children, which probably wasn’t “work” before, will now be considered “work” and . . . cha-ching, free money.

Romney says what Obama’s done is like a ‘kick in the gut’

Obama comes out with ‘news’ headlines of ‘gutting’ something...

No wonder there is confusion. No wonder Americans have the lowest confidence in ‘news’ ever.

And it is only coincidental that the Emperor’s latest edict is just 4 months before the general election.

My guess is that part of the Obama strategy is to drive the House to file articles of impeachment in an attempt to clarify and unite against a common ‘enemy’ and fire up the libtard base.

That being said, I do still think the House DOES need to take action against the Dictator-In-Chief-King.

TANF replaced AFDC (Aid to Families with Dependent Children) under the Clinton welfare reform. It was supposed to be work focused and time limited. The idea was to bridge someone from Food Stamps and other non-working welfare programs to work, by providing some limited cash assistance. The goal was to remove the issue of it being more lucrative to not work and be on welfare, than to work a menial job.

Obama removing the work requirement flies in the face of the public law passed by Congress and signed by President Clinton. This is more lawlessness by Obama simply to bankrupt the country and buy votes.

Obama is definitely setting the country up for something. He issues so many executive orders it is hard to remember what they were from one to the next. Someone on the inside needs to step up and arrest this napolionic clown and his minions for treason.

Where in the heck are the Republican members of Congress?

Are there no patriots left in Congress?

JUST WHAT THE CRAP IS GOING ON!!!!!!!!!!!!!!

Sheesh!

Another flip of the wee birdie at our Constitution, our Congress, and the people of this Nation by the Marxist in Chief we all know very well is behind this ploy to buy votes with welfare.

Same modus operandi with the Food Stamp game he’s playing advertising on Spanish Speaking Radio to get as many as possible onto that form of welfare. It’s all for the votes.

Actually, I think that is exactly what Obama is hoping for. It will generate sympathy votes, and he needs them. Clinton's popularity increased after he was impeached.

What a shame. Welfare reform act actually worked and was one of the few things the Republican congress did when Newt lead them to victory years ago. Clinton signed the bill because it was popular and it was an election year.

This is a clarion call to the men and women of the United States of America: make a stand NOW. You must make a peaceful and civil stand now! When you stand you shall stand upon the Constitution. We The People must say enough is enough! We have had enough of the Executive branch going around the Legislative Branch.

The motivations matter not. The results matter not. The methods that Preisdent Obama has used to impose his will are unacceptable. We have a Law and limits on Executive power for a reason. Look at the DOMA Law, the Immigration issue, and not this welfare issue. The more people there are on welfare, the less money there is for everyone on the welfare rolls. By allowing the States to ignore the searching-for-work requirement yes more people will jump on the welfare rolls. This will mean less money available for them and the people already on the welfare rolls.

The Law excluded the Search-for-Work requirement from being waived for a reason. Now, without
Congressional action, President Obama and his administration has rewritten the law. In doing so he and his admin. have violated the checks and balances. They have made law without the consent of the Legislature.

He may have the purest motives. His motives don't change the fact that he is acting more like a Ruler than a Leader. Who do YOU, the People, want running the USA? A ruler or a leader:

That would not appear to be true, if it is a real executive order, as opposed to an illegal power grab.

Funny thing is, did’t empERROR hussein threaten subprime court chief justice benedict roberts not to “overturn the legally enacted” obamacare?

Yet the kenyan born tinpot dictator can circumvent congress and the courts through executive fiat, all the while the Republicans in congress sit in the corner crapping their Pampers while sucking their thumbs.

Let’s not blame the President for Congress handing its Constitutional power to the executive. We’ve been here before during the 20th century and we’ll be here again in the 21st until Americans demand a return to Constitutional government - Congress writes the laws.
