Who's chip, yours or ours?
This is how I figured it. It's got the Reebok swoop on the wheel covers and what looks like a slightly perverted Mercedes marque on the spare.
I looks like '30s car but there's too much that's modern on it.
So it's either been restored (paint is a giveaway) or mucho modified, Foose being the dude that would do that kind of job. Except that he doesn't cover wheels, one of the things he's famous for. Check out some photos - Bing Images (new window)

Ive found the name: “a 1934 Mercedes 500K streamline roadster” as for the rest, there is no more info with the picture. But does look like a restoration job.
