I had the same thing growing up. I was the only hispanic in my class, short and dark, I looked like Juan Valdez's young son. They took me aside three times, and "interviewed" me to make sure that I didn't need to go into special classes to learn english.
I was born in the USA, and I spoke (and still do) PERFECT standard American midwestern English. But they kept trying to get me into the class. I was mildly annoyed, but somewhat amused too.
Recently, my son, who also speaks perfect english, was singled out as needing special english classes. He is very shy, and during his interview, he didnt talk much, so they figured he needed classes. Hilarious.

I was reading quickly and assumed this was Manchester, UK and that it was a put-down of how American talk, and how the Queen's school system found our command of English to be somewhat wanting.
Nope. It's just US. Being stupid. As usual.

If you want less of something, tax it. If you want more, subsidize it.
