Explosive devices in cars outside the event sounds like the al queda tactic of setting off bombs after initial attack, however it could be copied.

Witness told fellow the murderer was dressed in all black,
vest, goggles .. total attack gear.
Reporting 10 dead, 39 injured.
Witnesses saying multiple shots .. likely automatic
weapons.
People were dressed up in the movie theme, so it wasn’t
unusual for the event, but then this guy rose up and
began the massacre. May the monsters rot ..
