New Orleans lost nearly 30 percent of its population in the first decade of this century. After Hurricane Katrina in 2005, more than 150,000 residents finally accepted what scientists have been warning for decades: Geology dooms The Big Easy to a watery grave. Built on the Mississippi River delta, the city is sinking into the Gulf of Mexico, an inexorable process hastened by the occasional hurricane and the unintended consequences of flood-control engineering.
Many of those who left owned houses. Their difficult choice was to abandon their investment or find someone stupid enough to buy their homes, which everyone knows are going to be submerged anew, perhaps for good, the next time a Category 3 or larger storm blows through. After Katrina, the Federal Emergency Management Agency became synonymous with inefficient, rudderless, wasteful government. Given virtual carte blanche by then-President George W. Bush and Congress, FEMA bollixed the Gulf Coast recovery and reconstruction beyond belief. By its own admission, it honored nearly 100,000 improper claims for disaster aid totaling almost $400 million. That money went to what the agency considered "honest applicants"; the liars and crooks made off with a further $2 billion. FEMA's incompetence was so "breathtaking," The New York Times wrote in 2006, it permitted "one of the most extraordinary displays of scams, schemes and stupefying bureaucratic bungles in modern history."

George W. Bush sure spent a shitload of taxpayer $$$ to prove he wasn't a "racist". $2.4 billion on black grifters in New Orleans, $15 billion to black grifter dictators in Africa in the name of "HIV". And they still think he is a racist. I wonder if he learned his(rather expensive) lesson.
