The zoning in the county of Arizona where I live is utterly arbitrary. You apply for a permit, and the rules depend on who is sitting in front of you on a given day & how they feel. They make no pretense of obeying the written rules. They will either tell you it is their “unwritten policy” and dare you to challenge them in court (where the lawyer fees would bankrupt you while they sit behind lawyers your tax money provides) or insist they need a new survey and “engineering drawings” that would cost thousands for your $500 piece of work.

And some of them sit around staring at aerial photos, trying to find someone doing something they didn’t get a permit for.

Isn’t it great to live in a free country?
