Just a suggestion, but if you offered a “bounty” program where you’d offer up a free listing from each town to residents and if any resident of the town could establish double-voting (anywhere else, to include other states), then there’d be a $5k fine against the offender, and the guy who discovered the double-voting would get $4k of that. I’m pretty sure this would shake up the tree in a significant way and make the period after elections....even more interesting than the election itself.

Many times it isn't double voting , but voting for those that didn't vote.

Absentee ballots filled out for those in rest homes that don't even know their own name anymore.

In some states they can register someone to vote by mail, order absentee ballots, and vote without ever stepping inside a polling place.
