Probably a work plan through the daughters school. There are limited hours worked and wage paid. I suspect this is the case.

They are limited to 20 hours per week in most cases. It would depend on the state. In Pennsylvania, there is an additional requirement of a sign-off from their school proving that they are enrolled and making normal academic progress.

I'm not sure about the situation in Columbia, South Carolina, but many state capitols have a fairly congested capitol area and rather expensive parking: not exactly a great recruiting tool for an $8/hour job.

The other brewing scandal is that the young lady probably rides into work with her mother so doesn't even have pay for parking. < / sarcasm >
