He's got all the right to assemble (although this is not for political purposes) he wants, he just can't bring in 80 people err "friends and family," in dozens of automobiles, to his neighborhood again and again and again.
It not even about a freedom of religion since he's not being prevented from free exercise of his INDIVIDUAL right. He's started a church and is lying about it.
If he doesn't like the local zoning laws, SELL THE HOUSE and MOVE or move the services to an appropriate venue, properly zoned.
I see the neighborhood on google maps. even if 60 cars showed up their is no probability of hideous congestion. Heck, there's still freakin farm animals and a scrapyard within shouting distance. It's more likely the city of Phoenix doesn't want to zone another church, there are at least 1/2 dozen churches within a mile of there. More likely the gang-associated aspect of it disturbs the city government. Maybe they would prefer subdivision so as to increase the tax base - it's obvious this as already occurred in some lots.
As the fellow has demonstrated with his impromptu prison ministry, wherever he goes God is already there. So he could move. But frankly, zoning has to be founded on legitimate concerns, not spite. He has a large property so he may accomodate and entertain friends and family for private social events every week. He has a large family - I bet his friends do too. Where shall we exile him to? Where will it end? Who in the city government made the decision this vendetta was worth the taxpayer's dollar? 'Cause it does seem very much an utterly pointless vendetta.
