False claim. We have debunked this multiple times on FR and it goes back to at least 2003 when the dims made up this claim against Bush.

3. Declare statehood.
4. Join the UN.
5. Start raking in money from UN development and climate agencies. The EU and US will probably chip in as well.

I figure the break-even at around 4-5 years.
