Florida turns down $4.9 million from federal government designed to strengthen parenting

Kimberly Dudley says she is grateful for the agency Healthy Start, which sent an educator into her home to help her get off drugs and prevent her kids from being shipped to foster care.

"If I didn't have the program, I would be homeless with a premie," said Dudley, 21, a Clearwater mother of two young children.

Now the program is in danger.

Earlier this month, the Florida Department of Health turned down a $4.9 million federal grant that already has helped 84 Pinellas County families and hundreds more statewide.

The department was forced to turn down the money after the Florida Legislature refused to accept it.

Some state lawmakers were upset because the program is connected to the Affordable Care Act, also known as "Obamacare."

"It's unconscionable, unconscionable that we should return this money to Washington . . . and allow it to go to other states," said state Sen. Nan Rich, D-Weston.

The federal government was poised to give the $4.9 million to programs around the state that provide in-home visits to parents in areas with high rates of premature babies, poverty, crime, substance abuse, joblessness, child abuse and other issues.

The in-home visits are designed to combat those problems by deploying professionals who teach parenting and other skills.

Though the Legislature had the role of deciding whether to accept the grant money, Gov. Rick Scott said last month that "we're not going to implement Obamacare in Florida."

Lawmakers turned down the money.

Chicago Pushing ‘Wellness’ Program on Its Employees "(CNSNews.com) - Sign up or pay up. The City of Chicago is urging its employees and their eligible spouses to join the city's "innovative wellness program," or else pay an additional $50 a month for their health care plan.

"Our program will change lives, make our workforce healthier, and save taxpayers money," Mayor Rahm Emanuel said on Thursday. "It will only work if people join, and I'm so pleased to report that we've had well over 22,000 employees or spouses join the program."

Emanuel noted that another 25,000 have not yet let the city know if they plan to join; and so far, 54 employees or spouses have refused.

........................The city calls it the largest municipal wellness program in the world.

The first step, the sign-up period, runs through Aug. 31. Starting on Sept. 10, employees will begin their free biometric screenings (including blood work), which can be scheduled during work hours at Walgreens outlets or at a doctor’s office.

The third step is a "Well-Being Assessment" – described as "a confidential questionnaire that assesses life and environmental factors that are critical to your health, well-being and your ability to improve both." The assessment consists of 60 questions "to get a better sense of factors that can't be tested." Those factors include one’s health history, mental health, stress, and "barriers to change."

Starting in mid-October, participants will receive a “check-in call” from a disease-management company; and “wellness activities” – tailored to an individual’s needs -- must be performed every month, starting Nov. 1.

Participants will be asked to complete at least 15 minutes of wellness activities each month. Those activities range from classes to events to online tools designed to help them reach their wellness goals. The activities will be tracked online."........

And the IRS will be in charge of collecting fines/taxes from those not willing to have the federal government running their lives. I suggest we drop the “land of the free” from our national anthem.

$4.9 million here, $4.9 million there, pretty soon you're talking about real money.  Hey, it's a start.  Wish more states would refuse these and other federal funds.

I notice there's an obsession with a particular program rather than any analysis as to whether comparable alternatives exist.

It's all designed to tick the boxes off for a narrative: Republicans hate Obama so much they'll reject his free money and destroy innocent women and children in the process.

I hate reading propaganda hit pieces disguised as human interest 'news'. It's such a sick, sad thing that they've taken the place of investigative journalism.

Buried in the story is some common sense about programs like this hooking people on government — that there are faith-based groups in the community — that these programs take away individual responsibility...

good for the Florida legislators who turned down the money. States are just now waking up to the fact that this federal money money comes with major strings attached. The feds are trying to take over sending these funds and demanding control int he states which accept.

After reading the article, it sounds like a lot of what the $4.9 mil is buying is what used to be provided by parents for free. Glad I’m old.

They always manage to find one sob story whenever a government program is cut even a little. Our local newspaper is that way (which is why I don’t read it). Private charity handles these cases much better than government and without the waste and fraud. Also, charity is only charity if it is voluntary.

This particular program is scary, because it is what liberals have always wanted - someone from the government telling you how to raise your children from the time they are born. At some point, participation in such programs will be mandatory, and if you refuse they will take your children.

Yes, it was provided by parents, grandparents, churches, neighbors, etc. Government has taken the place of family and community, but it does a horrible job at it.

All of them candidates for the nest season of Maury Povich’s show where they try to match the kids with the ‘baby daddy’s DNA’.

I saw one show awhile back that had the woman on the show for the 6th time trying to find the correct ‘daddy’ & the kid was already 5 years old.
