Floor fight: Grass-roots activists battle attempt to rig GOP convention delegate rules Updated

Drew McKissick is a longtime conservative activist and blogger who is in attendance at the Republican National Convention’s Rules Committee meetings. He and others on the ground are sounding the alarm over rules changes that he and many other attendees believe will hurt grass-roots movement conservatives. The battle is being cast by some observers as a narrow fight between Ron Paul advocates and the rest of the party. Drew says that’s not true. And many other state delegations who oppose top-down delegate choices are chiming in.

First, here’s Drew’s call to arms (my emphasis added in bold):

Fellow conservatives,

Those who are in Tampa working to maintain the influence of grassroots conservatives in the Republican Party need your help!

"Not a Romney fan but I’m just thinking about the future when we have a candidate we DO like."

I too am one of those who will vote for Romney, because the alternative is unthinkable.

But, this underhanded power-grab stinks to high-heaven, undermines the full-faith and fairness of the convention, and undercuts the very reason that we send delegates to a convention in the first place!

It's just DIRTY POLITICS, which we have long kept (mostly) out of the GOP, particularly at local levels.

I guess temporarily we'll have to rename it the DOP - the Dirty Old Party.

So now we hope to elect a new, self-appointed Emperor? Lord help us.

Here is the e-mail I sent to my state's rules committee members:

CONVENTION RULES COMMITTEE members phone numbers/e-mails

Dear Mr. XXXXX,

As a Pennsylvania Republican voter, I am asking you, in your role as Convention Rules Committee member, to oppose the rules change that will give future presidential campaigns control over who gets to be a delegate (current RULE 15, but is being renumbered to 16) and also to oppose the new RULE 12 which allows the RNC to change the rules at any time between conventions.

I am asking you to sign the Minority Reports that will try and stop these rules changes from being adopted before Tuesday’s session at 2:00 PM.

I want a Republican party where the grass-roots are allowed a voice in what happens at the convention and not one where their votes can be overruled by a central authority.

Thank you.

Hats off to both of you for sounding the alarm. Transparency and accountability are the watch words here. We have to maintain our status in the party and move it in the right direction.

"We have to maintain our status in the party and move it in the right direction."

When the National GOP committee (three people from each state) begin to think they can disenfranchise some of the delegates from various states - we need to tell them NO WAY!

Why elect delegates if they aren't allowed to vote - or their votes can be trashed without counting!

THAT'S DIMRAT VOTER FRAUD!

BTW - here's the contents of the proposed changes:

New rule inserted as number 12:

“The Republican National Committee may, by three fourths (3/4) vote of its entire membership, amend Rules 1-11 and 13-24. Any such amendment shall be considered by the Republican National Committee only if it was passed by by a majority vote of the Standing Committee on Rules after having been submitted in writing at least ten (10) days in advance of its consideration by the Republican National Committee and shall take effect thirty (30) days after adoption. No such amendment shall be adopted after September 30, 2014.”

New rule inserted as number 15(a):

15(a)(1) Any statewide presidential preference vote that permits a choice among candidates for the Republican nomination for president of the United States in a primary, caucus, or state convention must be used to allocate and bind the state’s delegation to the National Convention in either a proportional or winner-take-all manner, except for delegates and alternate delegates who appear on a ballot in a statewide election and are elected directly by primary voters.

15(a)(2) For any manner of binding or allocating delegates permitted by these Rules, no delegate or alternate who is bound or allocated to a particular presidential candidate may be certified under Rule 19 if the presidential candidate to whom the delegate or alternate delegate is bound or allocated has, in consultation with the State Party, disavowed the delegate or alternate delegate.

15(e)(3) The Republican National Committee may grant a waiver to a state Republican Party from the provisions of 15(a) and (b) where compliance is impossible, and the Republican National Committee determines that granting such a waiver is in the best interests of the Republican Party.

And, isn’t it funny - they violate their own written rule in submitting this less than 10 days after writing to the RNC Standing Committee on Rules?

Why would Romney bother? He has the nomination in the bag.

Ron Paul and his Paul bots should be honest enough to run as who they are - Libertarians. At the very least as Independents.

HOw dishonest is it to run under another party's banner and then scream about being mistreated?

He's been running forever. If he's so ‘right’ he should have minions following him by now - and they could run under their own party.

He's like the guy who goes to a restaurant for a steak dinner - only he brings his own steak and asks the chef to cook it for him.

No one seems to get this.

Well, I've just been informed that Romney won't benefit from these rules changes - only future candidates will.

The rule changes won’t impact the current existing delegates, but they are sure to give candidates the power to disenfranchise elected delegates in the future - and that still isn't right, imho.

Many delegates to this convention will look at it as what it is - allowing a marginal candidate (like Romney) to disallow votes from states that don't vote strongly for the candidate.

This is a reflection of, a clue if you will. Tells us one “H” of a lot about Romney. Our system of Government is of, by, and for the people. He’s for Romney.

Seems to me we already have someone of similar character as a leader we want to get rid of.
