An adolescent boy and a young girl have been beheaded in two separate incidents in Afghanistan, local officials and police said on Friday, in the latest brazen attacks that have raised fresh questions about a splintering Taliban.

In Kandahar's Zhari district, officials also said on Friday that a 16-year-old boy accused by the Taliban of spying for the government was beheaded and skinned in late July.
Such incidents highlight the difficulty that Taliban leaders have in enforcing discipline across an estimated 20,000 fighters spread from Afghanistan to Pakistan.
The central Taliban leadership is trying to improve the group's image in case it wants to push forward tentative reconciliation steps and perhaps even enter mainstream politics. But some militant units are hard to control, roaming the countryside and attacking those deemed immoral.

Beheading and skinning children is definitely going to hamper these efforts.
Truth be told, our supposed "allies" in the region are no less barbaric than the Taliban. As far as I'm concerned, the whole of Afghanistan is occupied by an ignorant, violent, stone-age people and not one of them is worth a single drop of American blood.
Put up a Geo-sync satellite with coverage of most of the Islamic world. Provide basic computers with satellite access. provide lots of educational programing including factual Islamic history and comparative religion. Include a news channel run by SGT Joe Friday, just the facts. This might even make money by providing cell phone coverage and selling advertising.
This would take time, fifty years plus. With our politicians unable to see further than two to four years and the possibility it would make money not cost money, it wont happen.
A new low for Reuters. As you point out, the article’s primary concern is the Taliban’s “difficulty” in “enforcing discipline.” Compare this to any Reuters story about any alleged American “atrocity”.
