2 Corrupt organizations run Cleveland/Cuyahoga County:The Mafia, and Unions.
With all the losses of manufacturing here, what's left are inner-city tribal parasites, and blue collar un-employed former Union workers. They still vote (D) to keep their handouts coming, and if you consider the "ACORN Effect" (i.e., multiple voters, dead voters, and illegal voters), you can probably reduce the number of REAL living, breathing D's by 10's of thousands, I'm sure.
There is NO productive life in Cleveland, itself, but the suburbs are doing okay. The suburbs are over-whelmingly non-Union R's, except for the Unionized State, City, and Local Union Members, the bulk of which are Teachers.

Cuyahoga County includes a whole passle of suburbs around Cleveland. The demographics are improving as the inner ring suburbs are gentrifying somewhat and the next ring out are holding their own pretty well. Cleveland itself is still shrinking but there has been a burst of growth in downtown residents, who are middle to upper income.
Cleveland and Cuyahoga have been quietly showing signs of coming back to life, so a relative increase in republican registration is certainly news but not too surprising.

The unions are what they are. There has been no Mafia activity in Cleveland in years. The days of "Kill the Irishman" are long gone. Even the prosecutions of the Dimora & Russo scumbags have revealed no mob connections.

Those guys were corrupt but hardly "Cleveland Mafia". Just because you have a corrupt official or insider who is Italian doesn't mean they are Mafia. Policy came from San Francisco, now again lives in California for many years, raising grapes. DeBartolo was a fairly crooked real estate guy, owner of the 49ers, not the Browns, and has never played anything serious in Cleveland despite starting up in Youngstown. It's been a good twenty years since anyone has heard about him around these parts.
"Recent involvement" would be a really misleading description.
IDK where you are getting your "information" but it is fragmented dated and inaccurate. Cleveland has its own home grown corruption like any city but the Mafia was pretty well wiped out here a long time ago.Again, The FBI's most thorough investigation and prosecution of corruption in Cuyahoga, lasting several years and hundreds of indictments, yielded zero indication of mob involvement. Sorry. I know it's more exciting your way, but it just ain't the TV Chicago-town around here any more.

Do a little more research on the Youngstown Mafia, Carmen Policy (as a Defense Attorney in the Danny Green Trial), and the connections from Cleveland all the way to Baltimore (Tony Delesandro; aka, Nancy Pelosi's father).
