I heard initially that it was a film being produced in the US by a Dutch/Arab director who is the younger brother of somebody in Hamas. But regardless, this attack wasn’t organized in 15 minutes, and I would suspect that the anti-Islam story is just to cover up the real motivation , which is a 9/11 commemoration Islamic style.
