It's a phonetic alphabet with 28 letters.According to Wikipedia there are only 28 letters plus a few marks for their vowels. It gets complicated because each letter has multiple forms based on where it is in the word and what it connects to, but I guess those doesn't have to be on the keyboard.
Chinese, on the other hand, is a keyboard nightmare.
