Actually, that was the propaganda meme during the last election. The MSM all agreed that Joe Biden was a great pick for Obama, because he had a lot of foreign policy experience. Sarah Palin, on the other hand, was said to be a foreign policy idiot.
The press all agreed.

Biden is only an expert on being a leach off the public.
Au contraire. Biden's so consistently wrong on foreign policy issues that broken clocks have a stellar record on being right by comparison.
Therefore, one only has to do cursory due diligence (on the off chance Biden's right) on any issue and do the exact opposite of what Biden says or does to make the correct choice.
IOW, he's an expert on being wrong.
