The very same David Harris who is the head of the American Jewish Committee, the organization which did the poll, is the David Harris who is the head of the (very partisan) National Jewish Democratic Council!!! As someone else said, they are not the same person. In fact, David Harris of the AJC has written in his blog making it clear that he is not the head of the DJDC. The David Harris of the AJC may be a liberal but he does not demonstrate any particular partisanship in his writings. I do not think he is being dishonest.
