How sad and racist, they placed them solely because of skin color.
I'd like to hear what Thomas Sowell would say about the D.C. school district and other districts like them, I'm sure he'd rip them.
This is so blatantly and demonstrably racist — it boggles the mind that any one can not see it.

They just want them to feel good about themselves as they rut with one another indiscriminately, get stoned out on drugs, have endless abortions, run wild as criminals and thieves preying on one another and the populaiton at large, and live a degenerate life of perpetual misery and dependency. Just as long as they get on the bus when it comes to take them to the polls.
That’s all the matters because that empowers the greedy tyrants of the Communist Democrat Party who want to run and ruin America using government power as their weapon of mass destruction.
And abject racists like Jesse Jerkson and Al Not-So-Sharpton will scream at anyone who challenges this and call them a racist.

So here’s their plan. The idea is that once they increase the graduation rate for minorities, then the minorities will have access to better jobs. Of course, employers will know the diplomas are next to worthless and they will disregard them. This will result in a large number of lawsuits. It will be alleged that employers are discriminating against minorities. After all, here are two candidates, one black with a diploma and one white with a diploma. Obviously, any difference in hiring rates must be the result of discrimination.
