Drunk man on horseback leads cops on chase through Bunnell, authorities say

BUNNELL — A man was intoxicated while riding his horse as he led police on a half-hour chase through a northeast Florida town, authorities said Tuesday.

Charles Larkin Cowart, 29, was arrested Monday in Bunnell, about 60 miles south of Jacksonville.

A police officer was responding to a report of “an intoxicated male riding a horse” when he turned on his emergency lights to stop traffic as Cowart crossed the street, according to the charging affidavit. Cowart said he was on his way to his grandmother’s house in nearby Flagler Beach, but refused officers’ order to dismount and “in an aggressive manner reared the horse back” and took off.

His charges are disorderly conduct, resisting arrest without violence and cruelty to animals. So why did they try to stop him in the first place. Is riding a horse disorderly conduct and is it an arrest able charge or only a summons?

You cannot operate a horse on a public thoroughfare while intoxicated, just like you cannot operate a bicycle, lawnmower, etc.

I don’t understand why you are acting so confused. Let’s flip the coin—are you suggesting that it is legal in Florida to operate a horse while intoxicated? Because there is no specific-enough law on the books?

If there is no law then it is not illegal. The government does not get to make up laws after the fact to punish the citizens. I would hope that you understand and support that. You know the old no ex post facto Law.

1. Walk into a lawyer's office and ask if it's legal to ride a horse on a road while intoxicated, or
2. ride a horse on the road while intoxicated, call 911 on yourself and take your case to the Supreme Court.
