No it's a manufacturers glossy brochure of its products. Maybe some of the customers can't afford them right now. but when did that stop governments buying?
And there will always be some countries in a position to buy. If it wasn't for that pesky constitution, the Japanese might well consider "self-defence" ships like the BAZAN BSAC-200/220 (they've already got the E-2 AWACS for them)in the picture than "helicopter destroyers" that would need the F-35B (if it works). But of course there is no disguising that that's an aircraft carrier, so, oh well.
But there's always the Brazilian Navy which is in the market for a new carrier c.2018
