Are you sure? It would likely be just tacked onto the gasoline tax, and the tobacco tax, tire excise taxes, etc.
It might be hard to avoid unless you leave the country or go Grizzly Adams.

Well, I don’t smoke, and yeah I’d quit any activity that funded such a tax, and I’d go Grizzly Adams before I left the country.
Nothing wrong with the outdoors.
