OK, We as the United States will pay off ALL of California's debts BUT in return California give up: 1. Statehood for 40 years 2. All California Public Employees are terminated 3. ALL California laws are hereby null and void AND 4. The rest of the United States will DRILL DRILL DRILL and utilize ALL of California's Natural Resources and WE see fit.

As with Michigan, they need a special emergency manager to come in and take over.
Union contracts need to be gone. All state employees take a 1/3 pay cut.
The Central Valley needs to get their water back.

I would add:
all illegal immigrants rounded up and mailed back to the southern most tip of South America; all gang members be rounded up and executed.
At minimum, any state being bailed out by the rest of the country should be placed in receivership and a reversion to territorial status. This means loss of all congressional representation save for a single non voting delegate much as Guam or American Samoa enjoys. They would get no electoral votes but be allocated party delegates based on the rules of the respective parties.
A Territorial Governor would be appointed by the executive branch, subject to congressional approval. As the former state demonstrates fiscal responsibility, they would get a path to statehood beginning with election of some of their own local officials and finally culminating in election of their own territorial governor. There would be a minimum wait of 10 years to reapply for statehood based on meeting certain defined milestones. I would let them keep their public employee unions with the express understanding that doing so would make it more difficult for them to meet these certain defined milestones.
You'd have to be careful about making the consequences of reverting to territorial status too attractive. Otherwise, there would be a stampede of states wanting to go that route.

Just wall the whole dam state off and airdrop in tons of guns and ammo. We’ll come back in about 2 years to reclaim what’s left.
Sounds great. As soon as California gets back all the Federal tax revenues the other States have sucked out for the last 162 years, we’ll do the deal!
I think once California cashed the check, the courts would rule all 4 of your conditions null and void, and that California didn’t have to give the money back.

If California decides to secede, then any resident that wants to move to the US is welcome.
But, their citizenship is suspended for 7 years. They don't get to vote in a local, status, or federal election during that time. They turned California into a failed welfare state, and they won't get the opportunity to do it again elsewhere.
At the end of that 7 years, they have to show a net contribution to society (taxes paid, minus benefits excepting ones that they paid for in advance like Social Security), or they go back to what is left of California.
All Democrats must move to Mexico and set up a utopia there.

When there's a rare voter approval of a tax increase to be enhanced by spending reductions, the tax increase is implemented immediately.

California is great but it is not great enough to compromise the 10th amendment over. Ever.

As a life-long (72 years) resident of California I would say that your ideas are about as nutty as our current batch of legislators and our Governor. I understand that you don’t like California, and I think reasonable people understand that we have allowed the RATS to infest our government. But the idea that somehow the rest of the country is totally devoid most of what’s going on here is truly laughable. Sure there are a few states that have fewer problems than does California, but then, not many people live there. Lots of folks are touting Texas as the model, but even Texas is not without many of the same problems that face California. So continue with your loony ideas, about taking some ill-conceived Federal “action” against California simply because you don’t agree with what the people here want. When and if you make good on your threat, remember that that knife cuts both ways. California, despite it’s current problems, is a net contributor to this nation in many ways ( like we feed the rest of you), so we can be equally stupid, and withhold those things you have come to “expect” from us. In reality, California is a “problem” because we represent 10% of the country’s population. I could name a dozen other states that represent a much more serious threat to the country ( like, IL, and the whole of the Northeast).
