Landis thought he was big enough to run an enterprise like Armstrong's. But when it came time he got caught, probably because he was secretly ratted out by somebody who knew Landis' techniques - maybe a competitor that taught him had motive? There are very few coincidences in life.
In a RICO prosecution, a lot of bad actors get immunity for cooperation. It is up to the fact finder, usually a jury, to decide if the testimony should be disregarded. If a case rests on one witness, like Landis, it sucks. If it rests on many inferences all pointing on one direction, then a fact finder will likely side with the prosecution - because the fish is rotten from the head.
I understand your point, but I disagree with your conclusion. The bigger the guy that is taken down, the bigger the deterrent to those that the corrupt enterprise may recruit.
I never wore those Live Strong bracelets, because I always sensed something was up with Armstrong's performances. Now I'm going to wear then to taunt all those, mostly libs, that worshiped a false image.
