Would Obama win with foreign voters because (1) people worldwide believe Obama would be good for America or (2) because people outside the United States would like to see America weakened so that their countries can be stronger in comparison to ours?

As an American, I would like a stronger America far more than I would like a weak country divided by envy and hate - and with ever increasing numbers of people not temporarily supported through crises but permanently dependent on government for their basic needs. As an American, I have difficulty imagining that anyone could possibly do a worse job in our White House than Obama has done over the past four years. As an American, I have no interest in the opinions of those who wish Obama on our country, other than as a warning about their ill will toward the free world. I will, however, happily offer Obama as a gift to lead any country that hates freedom so much as to accept Obama in power.
