Member states are warming to the idea of having a eurozone budget on top of the joint EU budget, with the latest draft conclusions ahead of next week's summit clearly separating the two.
Dubbed "fiscal capacity," the new budget "would be specific to the euro area and therefore not to be covered by the Multiannual Financial Framework," the EU's common, seven-year budget, the draft prepared by EU Council chief Herman Van Rompuy says.
The latest wording on the idea of a eurozone budget, which was already floated in June, is an indication that consensus is building around the move in member states, provided it does not affect the current negotiations on the EU budget for 2014-2020.
Even for non-euro countrieswhich are usually wary of creating a "two-speed" Europethe idea is becoming acceptable as long as it does not mean less money in the common pot.

“Serafin also noted that there is no clarity for now on how the extra budget would be used.”
There is a growing “consensus” around an “extra budget.”
But no one is sure how it would be financed or how it “would be used!”
They're making this stuff up, right?
Is there really no organized Euro-Conservative opposition to this unelected Socialist fantasy world?
Are American Conservatives really the last men and women in the world who are passionate enough to fight this kind of soft mindless tyranny?
Yeah, I read the whole thing. Scary mess, ain’t it? Nope, they make nothing up; they’re quite in earnest. They’ve marginalized the euroskeptics via non-stop Alinskyism; and if you think that’s bad, how they’ve demonized Israel via propaganda is much worse.
First bailout went to european banks throught the back door, we supported this EU world government model and Im sure we still do. Our government is using our own money against us.
Tell me about it...
On another thread, I just wrote a long post on the Hard Left European news agency Reuters.
Reuters focuses on business news and co-sponsors the USA “Consumer Sentiment” index which - miraculously - surged to a 5 year high just weeks before Obama faces reelection.
I specifically noted Reuters hatred of Israel in my post - and you can include the BBC and AFP (the government owned French news agency) in that festival of Jew hatred.
And to think America has dumped a couple trillion dollars into NATO to defend Europe from the USSR and from each other!
Speaking of the Cold War, many European Union elite politicians were quite active in rapprochement with the USSR. Most infamous of those was Willy Brandt; but it went all the way back to Konrad Adenauer and others. Things did turn upside down quite rapidly after WWII as far as alliances went; there was a cause.
