Only one of the four wind farms was in restricted airspace and CFIUS never came up with a plan that would require the company to only divest interests in that particular project, the sources said.

“This is a big deal because it is the first time since 1990 that the president of the United States has either blocked a transaction from occurring or divested a transaction that has occurred,” said Clay Lowery, a former assistant secretary at Treasury who oversaw the CFIUS process and now is with Rock Creek Global Advisors.

Ralls Corp, which had been installing wind turbine generators made in China by Sany Group, has four wind farm projects that are within or in the vicinity of restricted air space at a naval weapons systems training facility, according to the Obama administration.

That was my first thought, too. While it might not be such a good idea having the Chinese next door to one of our bases, I'm sure that isn't the real reason. He's got something else going on there that benefits him.

Actually, we can own companies in China.

They are called WFOEs - Wholly Foreign-Owned Enterprise.

There are certain hoops one has to jump through, but this is not necessarily worse that doing things in the US. For example, I think it could be easier to form a company in China than in California.

Wikipedia's write up on this indicates that those WFOE's don't have the right to sell to Chinese. They can employee Chinese to sell products back to America though.

Wikipedia: "WFOEs are often used to produce the foreign firm's product in mainland China for later export to a foreign country. They do not automatically have the right to distribute their products in mainland China, though a recent variant (the Foreign Invested Commercial Enterprise FICE) has the ability to do so.

"WFOEs are among the most popular corporate models for non-PRC investors due to their versatility and unique advantages.
