There are plenty of additional exceptions to the rule, the most famous of which is "or when sounding like 'a' as in 'neighbor' or 'weigh.'
In the case of 'foreign' it's because the 'ei' uses the ' /@/' sound as in 'bacon' and 'surfeit'.
Words that are an exception based on this rule include conscience, foreign, forfeit, prescient, sovereign, and surfeit.
Personally, I can’t wait for this debate. I love listening to the sensible plans and opinions put forth by Romney and Ryan. I look forward to it. I disregard Obama’s arrogance and combatant attitude.
