I am guessing that is a function of having a choice over who you purchase from, versus buying from the owner of the tank. But I am only guessing; it can make a significant difference where you live and the choices available.
My dealer said it is because I own my tank, all the dealers sell it cheap if you have your own tank.
On the other hand, since the price of gas has been CONSTANTLY ABOVE $3.00 per gallon for the last 21 months, and has been close to or above $4.00 per gallon for significant periods during that time, it is still comparatively accurate to say that the conditions during MOST of Bush's time in office led to low gas prices.
Comparatively would mean lower. That is not the same as low.
