The CIA station chief in Libya reported to Washington within 24 hours of last month's deadly attack on the U.S. Consulate that there was evidence it was carried out by militants, not a spontaneous mob upset about an American-made video ridiculing Islam's Prophet Muhammad, U.S. officials have told The Associated Press.
It is unclear who, if anyone, saw the cable outside the CIA at that point and how high up in the agency the information went.

Look more to not only who but why. I have seen some speculation, even here, that this was supposed to setup a prisoner swap deal of the Ambassador for the Blind Sheik. That is why nobody did anything because it was not supposed to end up as it did. The only problem was some CIA, DoS and ex-seal agents were not going quietly.

It is absolutely inconceivable to think that the White House was NOT notified immediately about a terrorist attack, with 4 Americans killed, on the anniversary of 9/11. Romney needs to really hammer this point during Monday's debate, and say to him: "Mr. Obama, stop playing the American people for fools!"
Petraeus already did when he reportedly went before a closed session of congress and said it was all about a video. If that's true he's in a precarious position as revelations come out that at that time the CIA knew differently.

COS assessment from this station (Tripoli?) in this crisis situation would have been fired at highest precedence to the White House Sit Room, and directly to the President’s nat’l security advisors- coordinated with other agencies such as NSA for all source verification, and decision made by the WH team to include in the PDB with supporting or dissenting agency comments

....it’s just a rumor but I’ll share.
The Obama administration did a study (and they do look into things so well) on 9-11-01 and discovered that the GPS of two airplanes inadvertantly (they say it was a sun spot) began showing videos of the Prophet Mohammad and it caused the Muslim passengers on that plane to spontaneously charge the cockpits, wrest the plane from the pilots, and crashed them into the WTC.
The Pentagon, as I am to understand, was showing some kind of war practice film and some kind of “feed” thing went to a cockpit of an airplane. The feed had cursing against the Prophet Mohammad, causing a Muslim on the plane to bring it down to crash the pentagon to stop the torment.
As for Penna.....well since they’re now leading with Romney, the hell with Pennsylvania.
It’s their story and they’re sticking to it.

There's only one conclusion here. Valerie Jarrett and Zero told the CIA and State in no uncertain terms that reports of an al Qaida terror attack were politically unacceptable. And Hillary and David Petraeus complied.
