It's an unfortunate fact that a segment of humanity can't face reality, and feels better when everything is fuzzy around the edges. Killing all these drunks and stoners isn't a functional solution. Using the Federal Government to artificially keep prices high hasn't worked, and has made the judicial system and law enforcement irreparably corrupt.
