A federal appeals court on Wednesday will consider whether to make it easier for Maryland residents to publicly carry handguns, one of many ongoing legal challenges to gun restrictions throughout the nation.
If the U.S. Court of Appeals for the 4th Circuit, in Richmond, upholds a lower court decision, the Maryland State Police anticipate that thousands of additional residents would qualify for permits to carry loaded firearms in public places from Silver Spring to Baltimore.
At issue is the states current requirement that residents provide a good and substantial reason to the state police for carrying a handgun.
In March, a federal judge in Baltimore struck down that provision of Marylands law as unconstitutional and in violation of the Second Amendment.

That’s the whole point...
Unfortunately, the three judge panel draw is Two Obama appointees and a Clinton appointee.
1)You pretty much had to have already been shot,
2) you could show that it wasn't a random attack, and
3) the shooter was still on the loose.
It also helped to be known by some politician, and we all know what that means.
This case won't do me any good here in Kalifornia unless it goes to the Supreme Court. If the 4th Circuit does the right thing, then it is more likely that the Supreme Court would simply refuse to hear Maryland's appeal.
If Maryland succeeds at the 4th Circuit, then the same five Justices who authored Heller and McDonald would find themselves faced with having to protect the "bear" in "keep and bear arms". I don't think those five Justices intended to uphold only half of the Second Amendment.
Well...you might just get your wish...
Early word from those in attendance of the oral arguments, not very likely for a successful outcome on the side of freedom.

Yes! This indeed is good news. Criminals already carry and the smarter ones just might think twice before choosing their targeted victim.
