(a) White House Homeland Security Partnership Council. There is established a White House Homeland Security Partnership Council (Council) to foster local partnerships -- between the Federal Government and the private sector, nongovernmental organizations, foundations, community-based organizations, and State, local, tribal, and territorial government and law enforcement -- to address homeland security challenges. The Council shall be chaired by the Assistant to the President for Homeland Security and Counterterrorism (Chair), or a designee from the National Security Staff.
Since when did the likes of the Sierra Club or The Nature Conservancy gain direct access by which to wield police powers?

The word budget is mentioned often, if they add funding to the powers -extra bad. Especially, when you take into consideration DHS classifications of who are potential terrorist and their hands off policies with illegals.
Also potential for - tell on your neighbor- and promote propaganda.

You're thinking too small - this is a mechanism to fast-track islamist organizations into broad influence in government affairs all the way down to the local level. Trying to force feed us sharia BS under the color of law. This too shall fail.
