I hear a more subdued voice. Nothing so strong as “this is no time for war”
Perhaps that was a thought mixed with “God, what do I do now” and “please pour me another cup of coffee” and general dithering. The result was that there was no order given amongst the pacifist thought babble.
The weird thing here is that Obama gave an order of "Stand Down"...and his general in charge (Carter Ham) disobeyed it and was immediately relieved of duty.
