This quote came from the Czech Republic. Someone over there has it figured out. It was translated into English from an article in the Prague newspaper

I seem to recall the person who originally made that statement was the either Romania’s new president or the editor of one of Romania’s largest newspapers. The statement made the rounds via the internet several times. Regardless of who originally said it, it is spot on the mark.
