They didnt do that for health or the environment...they did it to prepare people to cope with less...See, in the Olden Days, the nation was more morally cohesive and had a better sense of its own history, and therefore could band together in time of war. Rationing during wartime was therefore accepted by the populace.
Today the nation is not morally cohesive, instead, it it amoral and hedonistic. How therefore (absent a real war directed towards an external enemy) to convince the populace of the need for rationing? Health (can be read as narcissism) and the environment (narcissism directed towards a spurious outside cause).
