They do this because they have blackmail material on an awful lot of guys who accepted a BJ when they were drunk back in college and now are in positions of authority. That's when they find out there are pictures of their with a guy kneeling in front of them or otherwise attached to them.
Queers have been blackmail targets for generations and they know all about how to get someone else in a compromising position.
