In the requests that came from the consulate in the weeks and months before the attack, it would have been very easy for the administration to reply at that time that the GOP had tied their hands... had that in fact been true. They have not passed up any other opportunity to blame the GOP if remotely plausible. It wouldn't have passed the laugh test, or would immediately raise the question "well, have you bothered to ask Congress?"

In light of what Rep. Burton read into the record, I'd say calling it a hit is closer to the truth than a raging mob incited by a youtube video seen by less than two thousand people the weeks before the attack.
