Ah, so if I'm a renter, not a homeowner, does that mean I am exempt OR does it mean that the actual owner of the home gets hit instead of me since they did not prevent me from allowing those things to happen?

Or, did the author of the article oversimplify?

Under the draft rules, ordinary homeowners may face six years in prison and fines of $100,000 a day if they are deemed serial offenders of such new crimes as allowing sprinklers to hit the pavement, washing a car in the driveway, or, conceivably, failing to pick up dog poop promptly from their own backyards, let alone the sidewalk.

Seeing as so much of suburban San Diego County is interdigitated with adjoining open wildlands... Will homeowners be required by the water quality people to clean up coyote poop? Will the wildlife people will assess a penalty for disturbing "Natural" coyote poop? Will the health department assess a penalty for not calling them in to clean the coyote poop because of the risk of parasites (one must be a certified coyote poop handler I presume)? Will there be charges of child endangerment if the coyote poop is unguarded while waiting for the health department haz-mat people to come clean it up?

And so on....

Let's see, the socialized commons here is water. What was that quote???

This politically-sponsored dissolution of the Separation of Powers Principle, combines all three branches of government into one, that can derive power and funding by manufacturing claims on the use of property. The more externalities are regulated, the more power accrues to the agency to control the use of the producing asset to turn its use to corrupt purpose. When agency control is sufficient to alienate the interest of the agent from the democratic majority, the asset has then degenerated into a socialized commons.

The claims by which a commons is socialized are ironically often the same precedents as were used to extend the original democratic claim; i.e., by extending claims against the transformation products of the democratic use of the resource. With the legal precedents in place that were used to take control of the factors of production on individual property, the civic agent now has the legal tools to take control of ALL related private property. Control of the use of land is now in the hands of an agency that is alienated from accountability to the public claim for healthy ecosystem function. The agency instead serves the limited interests of the politically dominant, who use the power of government to gain de facto control of ALL factors of production.

History teaches that this is not a good thing.

A socialized commons is an evil to the environment because the resource is under a controlling agent with no structural motive to prevent or eliminate ecological problems. Quite the contrary, civic management of the environment not only doesn't work, it has every reason not to work. As ecological problems worsen and resulting economic crises deepen, the power acceded to government agencies expands!

Commons are factor inputs to all economic goods. The power to socialize a commons by regulation is the power to transfer control of ALL factors of production to government.

That includes you.

and they also loe about their neighbors. think about the flaming gay couple who hates the couple on their block they know are christians who voted for Prop 8. false reports just to harass neighbors not doing anything.

Oh my goodness... has it really been over a decade... hard to believe!!!

What shall it profit a man if he weed the whole environment without any revenue streams generated by his dreams... The world has lost it's mind and it's soul and will eventually perish without help from a higher power than mankind.

Maybe you should write wild, exciting novels with preachy plots like the leftists and EnvironMentalists do and of course if they fail, they politic and lick till they become GovernMental EnvironMentalists and become the agents you described in your dozen year old classic writings.

Mrs. Wasp and I have been friends with a couple since we lived near them in the People's Republic of Davis owned and controlled by the UCDavis professors and student movements. They moved to San Diego about 40 years ago and we moved up here a little later.

They came by to see us a few months ago and we went to lunch and had a full blown, high tension verbal exchange of all things political. They had become even wilder eyed liberals than they were down in the flatlands of Davis!!!

They seemed to us like people who were raised in eastern europe had Commonism actually ever done anything useful in that part of the world. Of course it hasn't, yet they are fervent missionaries of the most flagrant leftist doctrines imaginable.

I'd send them this article but it would be a complete waste of electrons and my time! They are hopelessly lost and no cult reprogrammer will ever be able to overcome their illusions and delusions or desperate dreams for a nation they dread as much as I love.

I have NO desire to try to save them from themselves, or from such regulation they'll someday endure in their GovernMental EcoTopia!!!

By the way, my memory is fading on all the efforts I made to overcome the forces of "Arrested Development," even more than a decade and a half ago. I seem to recall something with the initials of HBP or something like that in San Diego that was some kind of Habitat Biological Protective area deliberately designed to stop any further real estate improvements upon that land. I mean "any disturbance of the soil!"

Do you remember any such designation or do I have it mis-named, or what???

We were going to put such a designation on the South Fork of the American to control their corporate rafting ecotourist enterprises from raping the environment on the banks as well as their campgrounds. But we finally gave the idea up and tried to do it with a county-wide ballot measure.

They spent every political resource they could scrape up defeating that mother of all extreme measures!!! This was after I had already lost re-election, of course.
