I think this is proof that they do not read the meter, they just send you something similar to last month’s bill with seasonal adjustment.
That’s normal if they can’t read the meters, however it’s hard to believe that nobody at LIPA or ConEd saw the train wreck. Their arse is grass when this goes to court.
There's no way to opt out because they don't have enough meter readers like in the old days. This is why they've been pushing for "smart meters" so the data is available to them wirelessly.
Estimated billing is a scam that works in their favor; customers can be compelled to essentially loan money to the utility every other bill.
