I don’t remember Castro promising that but I was way too young at the beginning of his rule to know what was what.
I remember him saying to a questioner (maybe Jack Paar, of all people!) that NO NO NO! he wasn’t a Communist he was
a Catholic!
But this “it’s only temporary” ploy is used all the time in the political/bureaucratic realm. When the Port Authority came into being after the construction of the George Washington Bridge here in NY/NJ it too was only supposed to be a temporary agency and the very modest tolls were they said only needed to pay off the construction of the Bridge.
They’ve managed to assert their autonomy , shed their principles, and entrench their bureaucracy over a period of decades so that they have their own police force and tolls
are now a stunning FOURTEEN DOLLARS to cross their little
cash-cow-in-structural-steel.
