I'm betting he can come up with a birth certificate from anywhere you want.

No citizen of a country which is a permanent member of the Security Council may serve as Secretary General of the UN. It in the charter.

He would have to admit to fraud if he wanted the job, I don't think the UN would care about the "misrepsentation" of fact.
