No — if the vote devolves to the House, representatives of 2/3 of the states form a quorum.

Obama has a majority of the electors appointed, so unless you convince them to stay home, you’re out of luck.

I though the electors were bound by the election in November?

Only some of the states have passed laws that require the electors to cast the votes for the winner of that state. The constitution was set up to allow electors to cast their votes for whomever they wished and that is still true in most states. The founding fathers didn't trust the common man to always vote wisely, that is one of the main purposes of the electoral college.

I believe Constitutionally, any elector can vote for whoever he wants.

He may end up facing state charges, but once the vote is cast, the vote is cast.

Yeah, good idea, get the Electoral College to deadlock and throw the election into the Congress. And after that’s accomplished, get the Republican delegates to deny the nomination to Romney...
