When Ronald Reagan got the Democrats to agree to cuts, they made sure the tax changes were done first.
A clue to Boehner ~ since the House is in the driver's seat on this, REVERSE THE ORDER. This time, make sure the cuts are done first, albeit with a rider that makes the Bush tax cuts permanent as a "temporary measure"! You can argue over any higher taxes later ~ no sense hurrying that part.
