That would be good news for the 30 states that did nothing; they'll see a healthy little revenue bump.
And I suspect that it might be good news for the state GOVERNMENTS, but not so good news for the actual citizens in those states.

Hmmm...Have searched many of the 'founding" documents without finding the term: "death tax".
Just on a hunch, I'll come down on the side of the Founding Fathers who, if around since 1862 or 1916, certainly would not sit around whining and debating all these possibilities.
