In this case, a double tap is a great idea.
In the west, when there is an explosion, the first responders are firemen and police.
But in a place like Pakistan, the responders are allied with the terrorists, and are their lieutenants and henchmen. When their bosses are killed, they become the new bosses, so a double-tap is a golden opportunity.
I’d heartily endorse a triple tap for good measure.

Daisey cutters are too slow because they are dropped by parachute and can be seen early on.
Now, if they developed a DC that can be free-fall dropped with either an impact detonator or a radio-controlled detonator, you could time the explosion for maximum effect.
I think a DC with ballbearings in it would really add to its affect. Think of Taliban fighters and supporters looking like flattened pieces of Swiss cheese with red stripes.

Re bombing funerals. I’m all for that too. The Taliban want to die for Allah and jihad, so let’s grant them their wish. It’s a two-fer. You kill the first bunch and then get their supporters. Now that would be a taxpayers dollar saving method to cut down on the amount of ordnance ordinarily used to take these bastards out one at a time, and would certainly instill the fear of God in them.
If only our military had the brains to do this and our leadership the balls to order it done.
